Who We Are

There are around 5 million people in California's unincorporated areas who do not have Mayors and City Councils to focus on local priorities. Their municipal services - such as they are - are the responsibility of County Boards of Supervisors. Yet counties also have areawide responsibilities, and those duties often result in the municipal services being back-burnered; unincorporated areas don't get the same kind of attention that cities do. California (un)Incorporated was formed to give voice to the needs of urbanized, unincorporated communities that seek better governance by becoming cities.

California (un)Incorporated is a coalition of residents and businesses in urbanized unincorporated areas throughout California from Humboldt County to Orange County and from the Pacific Ocean to the Nevada border. We began in 2016 as a group of 5 communities. As of 2024 our coalition includes 19 communities in 13 different counties:

  • Ashland, Castro Valley (Alameda County) 
  • El Dorado Hills (El Dorado County) 
  • McKinleyville (Humboldt County) 
  • Lamont (Kern County) 
  • East Los Angeles, Willowbrook, West Athens, Westmont (Los Angeles County)
  • Ladera Ranch (Orange County)
  • North Lake Tahoe (Placer County)
  • Winchester/Homeland (Riverside County)
  • Antelope, Arden Arcade, Rio Linda Elverta (Sacramento County)
  • Mountain House (San Joaquin County)
  • Isla Vista (Santa Barbara County)
  • Guerneville/Lower Russian River (Sonoma County)
  • Salida (Stanislaus County)
